As per The Bangladesh Environment Conservation Act,1995 and The Environment Conservation Rules, it is mandatory to treat liquid effluents produced by industries before discharge in the environment. The facility established by an industry for this treatment purpose is called Effluent Treatment Plant (ETP).

The Central Effluent Treatment Plant (CETP) is a centralized facility that treats industrial liquid effluents from multiple factories in an industrial area or cluster for easier compliance compared to individual ETPs.

Flagship Dhaka CETP (BD) PLC is the dedicated Central Effluent Treatment Plant (CETP) operating within the Dhaka Export Processing Zone (DEPZ), Bangladesh. The Plant receives and treats effluents produced by the connected industries / factories of Dhaka Export Processing Zone (DEPZ).
